I was always under the impression that Hulk at this point was considered a force of nature all in itself.
Mutilated, irradiated nature, but nature nonetheless.

I'm just exploring the concept of Hulk getting mad at something a normal person of limited intellect would get angry about. I mean when has hulk said, "Red car no use turn signal! Hulk smash!"?
And if you want to explore the (cannon) "Hulk is so powerful can tear the earth in half" issue, remember this: also cannon: "Hulk has never killed a single person." - think about that. Even Superman's killed. But someone supposedly so stupid he can't talk right - AND with the power to rip the planet in half - has never killed anyone? Ever? Not even in the building rampages he's gone through?
My explanation is that there is a HELL of a lot more going on in Hulk's mind than we can see: Banner's intellect is being used FULL TIME to prevent deaths during Hulk rampages.
So, in this case, Hulk realizes that if he DID destroy the ocean, he would probably also destroy all life on Earth.
The better solution would be to just "Make sand thingie where water can't get."
