This is the end of this story and now you know the explanation behind these two. No more out-of-context walking in random places, they're having strolls.
Yes, Prizzo has a pass at least up to level 4 because of how much she tried to avoid the idiots in her first attempts. In the older Turf Wars which she participated in (she was 16) she got a fairly good pass before she didn't like how they were before trying the newer ones.
Long story short: she trained enough to be able to buy the clothes. She does not train anymore however.

They're such lovely characters, same thing goes for Prizzo as well for helping them ^_^
