I just thought about Charger's backstory and how he met Floe and even Dr. Light so there it is:

Charger was created by some unknown creater back in Septen City. Although he doesn't remember who or what bulid him, The creater was never there with him which this implied he/she must have abandoned him so Charge become a stray robot. He lives alone in this city but helps people and robots. But the tragic accident strucks in, People start rejecting robots especially Charger all thanks to Sgt. Night's plan which unfortunately works. Charger was then moved to Silicon City which is now his brand new home but he's still forever alone. While he's wandering around in the city at night, He heard a voice that was Dr. Light's voice. He comes in closer where he met Dr. Light and even Floe Caskett. "Uh... Hello there." Charger said. "Hi, I'm Dr. Light. The Father of Aki and Suna and a Supporter of Human and Robot relations." Dr Light replied with a smile. "And I'm Floe Caskett, The Daughter of Dr Wilma Caskett and Dr Light and Tengu Man's younger sister.", Floe replied. "Charger is my name and a lonely Robot from Septen City but to Silicon City." Charger shyly said. "Wait, Do you have a family?", Floe asked. "Sadly no. I couldn't remember who or what build me but I decided to choose as a good robot myself but I was a stray robot for a long time.", Charger replied with a bit of loneliness. Dr. Light then says, "Hm.... I can let you visit my Lighthouse if you like. I'm sure you can meet my family members." Charger replied surprisingly, "R-Really?" Floe replied, "Yeah and you can be my best friend so you won't be lonely anymore." Charger became really happy. He jumps in joy and thanked them which now that he won't be back to being alone.
