I think my two favorite aspects of this pic are the face and the dramatic and moody lighting.
The face is so cute. I love the warm expression in her eyes, and the calm, relaxed, but kinda quirky and cute smirk. She has a lot of personality, and you can get a sense of her mood and emotions. And the mood kinda coincides with the just-after-sunset -- I get the feel that her mood is kinda calming down, quieting down, in a wistful way as the sun sets. Like, the sun setting feels like it's the end of a vacation or something, and she's kinda wistfully taking in the last moments of relaxation by dipping her feet in the water at the edge of the dock.
I like the lighting a lot, and how it helps to establish that kinda waning, wistful, ending-of-something-good-in-a-bittersweet-way mood and feel of the pic. But I also like how you've built the colors. The last bits of light in the sky and clouds in the background cast the warm but subtle light that reflects off of the character. She's mostly in shadows as the night takes over, but there's that soft reflection of light hitting her that not only assists the mood and feel of the composition, but gives it a very lifelike and engaging sense of place -- we can feel and are drawn into the place, the time of day by the information the lighting communicates about the scene. The lighting is really one the the elements of this that grabbed my attention.
She looks really cute overall. I like her hair and how in a relatively few amount of lines you conveyed a believable sense of motion and life to it. The pose and figure look good, too -- I like your illustrative style, with the slightly straighter lines throughout. I think the sitting pose feels pretty natural and believable, apart from maybe the arm -- posing the arm like that is a natural way for her to support herself as she sits like that, but the arm doesn't feel like its bearing her body weight as much as it might should -- it seems a little too straight and stiff, maybe?
Though, that's really a very minor nitpick. Overall the pic is awesome. I love the mood and the sense of place, I love her face and expression, and the pose and how everything works together to make for an engaging and fun-to-look-at composition. Great job. : )
