His damage output is off the charts, from what I've been told. I've never actually played an Evil character to be able to purchase his contract.

IIRC, his combat shotgun has a much tighter spread than other shotties. I actually did notice in a modded playthrough that his base stats combined with the mods upgrades made him unbelievably stupid powerful. Actually kind of broke the game for me.
Technically speaking he's a Neutral follower since he will follow you regardless of your karma... In fact, having him is a fairly morally gray area, since he's doomed to be a slave no matter what thanks to brainwashing. You at least can be a kind contract owner. But you also have the ability to be horrible, so... morally gray, I say.

ohh okay! Aha I didn't realize you just meant statistically. n__n also, you don't have to be evil to get Charon, you just have to buy his contract from Azrukhul or kill Greta.

He's still counted among the Evil followers, though, due to essentially being a slave and one of the ways to get him being murder. But I never got the "buy" option, so maybe my game glitched or something. I had a lot of mods running at the time hahaha
