In a fanfic called “The Bridge, a Godzilla-MLP Crossover” The word: “extinction”: the apex of death, was the name given to him in an ancient language that he made wiped out along with those who spoke it. They called him Extinction, and so he was called Bagan.
In short, his name literally means “extinction” in a dead language, one that he PERSONALLY made into a dead language. Naturally he’s the main antagonist.

Woo! Strangely grotesque and quite creepy. Almost looks like fleshy parts and spikes are still growing out of him, like the fusion process with the Ghidorah/Godzilla cells isn't 100% complete. Nice work

I think Bagan looks like he could also be a Shin Bagan as well. But I think your hypothesis sounds very likely too.
