I am guessing the ones with white skin were too much work to actually cut them?

They wouldn't have been possible. They're not glued to the white paper, s you can sort of see in the picture on the left- they're stuck slightly above it with foam squares, and they would have been too tiny to stick to only the tiny outlines of their clothing and their eyes, which would be free floating and a huge pain to make sit right. Proper colours sacrificed so the entire thing could work.
