The colors are really well chosen! The purple shading helps contrast the yellow background really well, and lets the foreground really pop. For the most part the line art is really nicely done, with very few tiny messy spots, but they aren't really noticeable to most people.
For the most part the anatomy is done excellently. The only thing that really sticks out are the eyes as the left one is slightly smaller than the other. Other than that, the head is proportionate to the rest of the body, and the arms looks proportionate as well.
Overall I'd say that you captured the likeness of Toga very well with this drawing, cute colors with the contrast of psychotic themes and murder. Very well done!
