Vector Art, is a technique. Vector art consists of creating paths and points in a program such as Illustrator or Freehand. The images are scalable, therefore you dont lose quality no matter what size the image (unlike normal pixel imagery).

I believe you can still use the Pen tool in Photoshop to create vector shapes
