Stormwave is quite the popular action hero. So naturally, when not kicking butt, she wants to meet with all of her fans. Doing meet & greets, photo ops and autograph signings.
Eevee isn't exactly a villain, but here she was with the audacity to sneak a contract into Stormwave's pile of things to autograph. No one would say she's an evil genius... but tricking a superhero to sign over her identity should probably count as an evil scheme.
