Maybe it's basalt? It has the diffuse shading alike the dragon scales' but at the same time they're actually very specular. They can be found in shield volcanoes. I've tried to paint basalt before, and it seemed to be just the rock I needed to draw volcanic stuff. Maybe it's the so called "volcanic rock."
