This could be a baby Butterfree, or before it grows it's wings. Which I know doesn't make sense because butterflys come from cocoons, but then Pokemon doesn't make sense anymore.

mostly photoshop for colors and paint tool SAI for lines.

Its a cute drawing. I like the way you have set up the 'wings' I also like that you have used an explicitly bolder line to outline the external of the image compared to the rest of your lines. your solid shadows look good (Im always impressed by good solid shadows, I am so bad at it!) all in all its a nice image : )
