When I first added the Device card type to the CMG, I tried cramming the Meowth Balloon into that frame and while it worked - and still could work despite this new Avatar - I think I prefer to represent Team Rocket's antics this way, because this provides me a thematic tent in which to deposit a whole bunch of Team Rocket mechas and explodey toys.
