Description I am deadly serious. Here's why;

Speed: Slow
Jump: Low
Weight: 24
Power: Average
Overall: Better at fighting than moving - 'bulky' character

Neutral Special: Recycle
This move will create any item you have used up. Discard any item with limited uses then use Recycle to make another one. This includes;
 -Shooting
 -Throwing - in the case of items that take time or need to be triggered to be used up, you don't need to wait for it's end to Recycle - only for it to land.
 -Healing (if there is not enough %, Fairy Bottle is equipped)
 -Gear and Transforming (as long as it was the last item you used when Recycling)
 -Star Rod, Lip's Stick, and Ore Club - discard the item once it's out of ammunition to have it restored.
It does not work with;
 -Smash Ball
 -Summoning
 -Building
 -Large items
 -Items that can't be held ('Shroom, Star, Lightning, Football etc.)
 -Stopwatch
 -Regular battering, as there is no point to it
 -Hammers
The item must be discarded and disappear or complete it's natural timer before being Recycled. Each item can only be Recycled once, but if you have two Ray Guns etc they can both be Recycled.

Side Special: Sludge
A simple projectile. It moves like the Clay Pigeon, but is stronger, faster, and obviously doesn't have the gun effect. Smash throw it to cause a stun.

Up Special: Stockpile
It grants about a second of super armour. Use this move to block out incoming attacks. It can be used in succession, too - up to three times. Each time gives you a moment of improved defenses and inflates your body (the third use makes you twice as large!). But be careful - if you use it four times in a row, you'll enter a shield-stun state, making you very vulnerable.
In the air, each use gives you a boost as well as the armour. The first is 40% of your jump-height, the second is 80% and the last is 120%, totaling at 240% of a regular jump when used completely - helpful, since his jumps are short. If you don't use the next use in time, you'll enter a helpless state, and if you use it four times, you'll meteor smash yourself...

Down Special: Toxic Spikes
Charges and stores like the Gyro. Use it at any time to set a spike. It's buried, so you can't see it, but stepping on it will trip and plant a flower. At greater charges, the trip deals more damage (still very little) and plants a bigger flower. In the air, it will drop down until it hits the floor, then acts as usual.

Final Smash: Belch (Directional)
A fan-shaped blast like the Mii Fencers'. It is slow, but wide, and is weak but great at dragging.

Not the best fighter, but it would be unique like Villager or Wario.
