You captured his personality and that smirk of his perfectly. He has that devious, cocky smile that we all know and love. You managed to make him look more realistic, especially his eyes. You did a great job with them.
I like that you chose a dark color scheme, however, i think his skin looks quite washed-out; try using a broader range of tone for the shadows, as well as adding some warmth shades would really bring some life to him. His hair is done well, surprisingly so. But again, I believe more life could be added with extra shadows in particular. As for the cloak, i don't worry about that due to the fact that it is not meant to be a major part of the portrait.
Moving on to the actual ratings i've given, i chose 4.5 for vision based on how well you did the expression. it's different from other semi-realism arts of him that i have seen. it's better for sure.
As for originality, i feel i may be being a bit harsh, but to be honest, semi-realism is a great, but perhaps frequent, point-of-view.
Your technique is exquisite. I actually envy you for your skills. very nice work here.
I take impact as meaning the effect on the viewer, (let me know if i'm wrong here). and again, the expression and overall feeling of the piece perfectly captures Deidara's personality.
