Exactly. My head canon also involves a civil war between the Selenites, who are upset by a recession and want to take over the government with increasing popularity from the left and the youth, and the monarchy, who heavily subsidizes the union of the two normally opposed mainstream parties to counteract the Selenite Party and meets extremism with great force. This is also how Celestia's and Luna's parents died, but they fortunately learned how to control their alicorn magic in time to keep the Selenites at bay and defeat Nightmare Moon for good.

Well, the planet will be threatened once again after an inventor creates Cavorite to build a spacecraft, hoping to explore the moon. If there's still a monarchy ruling, they've put down the rebellion but simply lack spacefaring capability. When the inventor comes, this threatens an invasion of Equestria and the rest of the planet, if they manage to get the secrets out of them. Even worse, if like in the original the inventor can't convey the Cavorite formula to the planet's population, they will be in great danger. But magic steampunk/dieselpunk late 19th/early 20th century pony wars fighting off the moon people? That sounds awesome. Perhaps there will be a hero by the name of Commander Cody, flying around with a rocket pack and inventing their own rocket ship to take the fight to the Selenites' underground cities.

It's Equestrian Moon. Maybe it has breathable air. In comics Luna, Spike and Mane 6 had no problems walking on the Moon and breathing normally.
