Funny thing is, this (kinda) happened at one point.

Why was that even a thing?
What kind of sense does that make?
Why not just let them kill themselves if You're gonna kill them anyway?

They probably just didn't think it through, and just saw it as morally wrong. Or the government kinda said "yo no one will kill each other including yourself, except us".

Remember, suicide is seen as a morally wrong thing even now, so just imagine how it was when people DIDN'T have/trust each other overseas, and everybody had at least similar beliefs.
