I absolutely adore this! It is so cute, and I'm glad to know I'm not the only one who sees Red Riding Hood as a blonde.
Alright, so we get to the hard part now, but that's the beauty in the critique, isn't it? The animation is a little off. The average human being only blinks once every five seconds, and although it's in a cartoon/anime form (I give both as I didn't see if you had categorized it as one of those two, and I know some people are offended if they are doing cartoons and it's compared to anime, and vice versa.), even those characters don't blink that much. To make it more realistic, you might want to slow the blink slightly. Also, the sun has a slight grainy effect, I am assuming due to the animation. It's a bit off-putting.
As for the coloring, you give it a very bright, happy tone. The sky is absolutely gorgeous, and everything it bright and fun and happy. I especially like the hearts in the eyes as opposed to the regular sparkle and shine. The dress is very vibrant. However, there are several blank spots and parts where colors bleed over past the lines, or the lines are where they shouldn't. This would be a quick fix if you zoomed in on any drawing program.
You really embodied the idea of a chibi well - you emphasized the cute factor with her cartoon-y limbs and head to body proportion. I also really applaud you for animation - I have difficulty with it, and have been doing it for a while now, so I really appreciate anyone who can do it.
I like your 'vision' of Red Riding Hood very much; it's very unique and breaks the standard idea of a brunette Red Riding Hood. While I like the hair color and hearts in her eyes, I can't say this is fully original - Red Riding Hood is a tried and true subject for any artist, but you served her well and really made it your own. (I sound like one of the judges on American Idol. e.deviantart.net/emoticons/x/x… " width="15" height="15" alt="" title="XD"/>) The technique is very nice, and while it needs some improvement, considering how difficult animation is, I'd have to say it's almost impeccable. As for the impact, unfortunately, it doesn't jump out at me, and while it is cute and playful, I can't find any emotional connection that I, as an artist, associate impact as.
Anyway, I hope this will be useful to you in your future endeavors. Cheers!

Lol Lumi, I really don't wana do this... but I've never critiqued your art X'D
Vision- I think it really does look like red riding hood, but I always thought she had brown hair, but she looks WAY better with blonde! I love how you put the sun, and those little flowers on the ground ♥
Originality- Well... I have no clue what to say. A lot of people draw little red riding hood, but yours is completely off to what I usually see, which makes it better!
Technique- I LOVE what you did with the skirt, it looks amazing! same with the basket! Here and there I see white marks, like around the bushes, and at the bottom of the left tree, but whatever! And I do see some pink going off in the grass, but that's only because I looked really closely. But I see these dots appear on the sun and around the cheeks, but that's probably Iaza 's fault.
Impact- I see you did try, and I bet everyone else does! Trying made it even better ♥ Especially the skirt! XD
Overall, this is a wonderful piece, I can't wait for more like this to come! ♥

This is really good! Maybe make it slow down in between blinks
