(In my head) Discord likes to travel to other worlds, and Hatsville is definitely his favorite world (besides Equestria). Mostly because his best friend/love interest, Demencia, lives there. And of course there are more people to pester, Black Hat being Discord's favorite target to annoy. He's the only one who can do that, so therefore takes full opportunity whenever he can.
The reason why Demencia is clinging to Discord is because he made it rain chocolate milk earlier, and chocolate milk is one of her favorites. So he's now her favorite person at the moment.

Black Hat? Jealous? Considering how he seemed to get angry/annoyed with her crush, I don't think he'd care all that much if Demencia was with Discord.

That's because he's not in any romantic physical contact with Demencia (he's not hugging her, nor kissing her). Now if Discord was doing that, then it'd be much worse.

Since it's been confirmed that Cartoon Network is planning to make more Villainous shorts, I'm hoping they will make an episode about Black Hat meeting another villain who is either more powerful than him or has equal power to him. I think it'd be interesting to see his reactions in having to deal with some "friendly" competition.
