Nah. He's too awesome to be bad. xDD I mean, I've seen on Wikipedia that he and Sasuke, as well as Karin and Juugo, are in the Antagonists list, but I don't consider Suigetsu BAD. He's pretty nice, actually, and he's really funny. :3 They're in the group of bad guys where we are in the Manga, but personality-wise, he's nowhere near evil. (He just likes having fun killing a few people here and there. It's not bad!
