Thats a good question. There is a theory that Olivia was adopted by him.
However, it is questionable of how a man who has outlived all of his generation still have a daughter after all that time.
My idea (this might me long, so bear with me) is that sometime before Olivia appeared, Grey Mann came to realize that he did not have an heir to continue his company Grey Gravel Co. and his life's entire work that is.
And he wasn't going to ask his two Brothers if they could, because because of their lifelong feud, they both never made a family to raise. And because of his old age, no woman would accept him due to his appearance
So, Grey Mann either found a female employee, associate or a willing enough volunteer to transfer his (ahem, forgive me saying this) reproductive material into the woman to that the baby could be born.
Now, this idea is a theory of mine, but the idea of him adopting Olivia as his own is the best one I think. Because since Grey Mann was adopted by a bald eagle moments after his birth, he was reminded of that and adopted Olivia as his own, like the eagle did all those years ago when he and his two brothers were brought into the world.
So thats the story!

(Yes I've just seen your comment since I didn't get notified...) As I said, adoption and using a woman to have her are my favorite theories, although I tend to prefer the adoption one since it would add to the 'tragic' story of Gray.
