She didn't really have a plan for how to take care of the shrunken city.

Since shrinking women was technically illegal, the company mainly offloaded used "samples" onto her when they turned out to be female, to save themselves from the potential liability. Without bothering to ask her, they had offloaded a pretty good sized collection of women onto her, anywhere from thumb-sized to microscopic, and more toward the latter than the former. Communicating with them was difficult, so keeping them happy was a guessing game. She at the very least tried to keep them safe. Since being gifted a shrunken city, she started asking that in return they tried to tend to its safety, even the microscopic ones being some measure of gigantic compared to Denver now. Most of the smaller women could easily slip under that expensive protective dome she had bought for the city.

Without mounting some kind of huge, expensive microscope to her desk, she had no way of knowing if her tiny people were doing what was asked of them, or just running amok in a shrunken playground of a city. (She'd look into getting such a microscope when she could afford it, whenever that would be.) She had yet to see any major fires break out inside the city's dome, or dust clouds indicative of smashed buildings. Presumably that was a good sign.
