Most of what I can say about Richter is the same as what I said about his brother, Simon, but I'll do my best.

He was revealed at the same time as Simon and so was the only Echo Fighter to appear in a pre-rendered cutscene. That is, until Ken who hilariously had a higher production intro that Ryu!
I wasn't expecting Simon but Richter ended up being even more of a surprise.

Again, I don't know too much about the series but I am somewhat aware of how important this guy is to the franchise and how he might have even been in more games than Simon (maybe?)
I don't think his visual theme is as strong as Simon but his design is bold and distinguishable (unlike somebody coming later in this set...!)

A fine addition as an Echo and I'll definitely play all the requisite modes with Richter but I'll probably end up using Simon a little bit more.
