Personality:
Tomoe is never really fit in to the established definition of a Shinobi dedicated to a specific village. She wasn't loyal to her village or any village for that matter. She just wanted to do things that she wanted to do and doesn't let anyone stop her. She enjoys having fun above all else. She knows what she is good at and strives to make it better. She isn't afraid of not fitting in or not having friends because elf the way she lives her life. However, she is very quick to make angry. You can do this simply by trying to make her do things she doesn't want to do. Though she is a rogue, she does have her own set code of how she thinks things should be. There are things you do and don't do. Period. And to her those rules are absolute. She is rebellious and only chooses to side with the Akatsuki and use her bounty hunting skills for the good of their organisation as a means of tracking.

Backstory:

Tomoe was born in Sunagakure and was the daughter of a medical nin. Her father met his end after being gravely wounded on a mission. She and her brother weren't even allowed to see his body once it wa returned and Her brother was left with the responsibility of raising his younger sister all on his own. He pushed his own dreams aside to support Tomoe in her dream to become a Shinobi for the Sand Village.

After she graduated the Academy at age 12 and became a Chunin at 15, her team was sent on missions that included missing nin or criminal nin. One of these said missions, she was trapped with her target after a rockslide and the two started talking. She never learned his named and he died from a wound, but he taught her something that actually made a lot of sense. He basically asked her what was te point in her doing this mission. Would it really benefit anyone in Sunagakure? This was a huge eye opene for the young Shinobi, and she faked her death.

She became a rogue ninja and with little difficulty become a bounty hunter using it as a means to make money. It is during a transaction that she comes across a pair if Akatsuki members, Sasori and Deidara would were pursuing a target she herself was after. After a trade off of skill between Deidara and Tomoe, He suggested that she come with them to meet their leader.
