I know this is kind of a weird way for the Rogues to have a meeting - believe me, it bothered me for a while - but I reeeally figured that with the Rogues being so low in numbers and from different backgrounds and even opposing sides, that they would try to make a more personal atmosphere within the group, and not be too formal with each other. Maybe that's just me talking out my ass, I don't know, haa...

The page looks really nice overall. I like how you've done the panels and how you placed the speech bubbles, they're easy to read and the reading flows nicely.
Also, that Sneasel looks adorable, I love the claws.

Anyways, I have no idea where I am going with this. Oh yeah, the other pokemon look confident and ready for battle while Hooks is just... being Hooks? IDK. This entire page is awesome and I am robbed of words ;n;

He's being honest, but he's not giving his background reason for wanting to join the Rogues. Basically he's withholding the whole truth.

Aah, yeah the reason has been suggested on the first page of this round and the last page of round 2. It's also on his Rogue app under his reason for defection.
Pretty much he figured that weaponizing and killing Pokemon for the sake of a power struggle was wrong. Then he began to not understand how killing the Pokemon wasn't any worse than killing all of those people that he had before. Then he had an 'oh shit what have I done' moment.
Basically he's beginning to come to terms with the shit he's done, and he's not quite pleased with what he's discovering about himself, the Rogues' ideals offered him a chance to at least try to prevent further deaths.

I'm glad you like how I drew them! I initially was having some trouble drawing Ciel because it was hard for me to pick out what were his physical traits and what were simply part of your style.
Also I had to redraw Fiend because I drew him as a Duskull at first XD then I remembered you said that he'd evolved before joining the Rogues.
