I think Shiro would win.if she get a 2 metres distance,she could easialy avoid Lucy's vector's and she could kill Lucy with her branch of the sin.

Regeneration: As the results of Hagire's and Sorae's experiments, Shiro's body has developed the ability to regenerate almost immediately. They have done tests by ripping of pieces of flesh from her body, even removing internal organs, but they keep regenerating. Her legs have been broken more than once in the manga, and once in the anime, and they heal with dramatic speed, visibly snapping back into place. The reason for this, is her exceptional blood (as the first Branch of Sin). Her blood just boils and recreates the flesh or organs.
As Much as I Love Lucy, I'd have to give this one to Shiro, She truly is an Immortal (Spoiler) Up until the very end when her and Ganta's powers both meet and they both lose there Deadman Abilities. In Additon, Shiro's power if pushed to far has the potential to Cause a (Spoiler) Quantum Break, making the Earth Itself Cave in on itself.
The Wretched Egg was the cause of the Great Tokyo Earthquake. It was revealed in Chapter 55 that this wasn't an accident; it was actually Wretched Egg attempting to use her powers to such a degree that she could destroy her body faster than it could regenerate, as an attempt to commit suicide. Sorae created the Mother Goose System afterward to prevent her from trying it again, but gave her a small measure of hope by showing her the red crystal, and stating that she could still 'get her wish.'
The Worse Lucy could do, is Planetary Destruction, Killing all Humans on Earth with her Vector's (Spoiler) That stretched outward up into the Atomosphere, "Millions of Vectors" Although Doing so Would Cause her body to break down an Disintegrate, Thus killing her from the Strain. Shiro would simply just Regenerate.

Shiro wins you dolts, She manipulates her very blood to the point where she can regenerate, Fly, she's physically WAY stronger than Lucy considering she kicked a fucking robot in the head and knocked it into a wall with normal strength, She has been repeatedly ripped apart and sewed together again, She can erase matter with her blood manipulation meaning her range is dozens to possibly thousands of kilometers with her branch of sin, She created a red hole in the middle of tokyo and made the city collapse on itself through an earthquake and killed 100,000 people and destroyed the entire city the whole area was considered unstable to live in and the fact that, Considering Lucy can be killed with a fucking sniper rifle and Shiro cannot proves who would win. Shiro is a monster power-house who's full power would be considered a global threat all around. Not to mention she can fly and even if she was hit by vectors they wouldn't kill her at all. Shiro's blood manipulation can throw large submarines into the ground, With a simple flick of her finger. At full potential Lucy can life-whipe the enter human race with vectors covering the earth (end of manga also her name is Kaede not Lucy), But considering Shiro has the same capabilities excet Shiro's would be more devestating her full potential would cause her body to fall apart and possible make the entire EARTH collapse in on itself. Shiro has Kaede beat physically and ability wise.

I disagree with that, shiro can regenerate anypart of her body almost instantly. Shes practly immortal

Actually Scratch the "two meters" bit. "On the same continent" is probably more accurate. Lucy's vectors are so long and so numerous that they would just keep striking faster than shiro could heal.

[spoilers] her regernation is hypersonic. And that she is truelly immortal. She was also the cause of the great tokyo earthquake.
Which she tried to cummit suicide by trying to use her powers at such a speed that she thought she couldnt regenerate. This failed and since she regernerated faster . It only caused mass destruction.
