We 'ship them because they're both girls/women we care about, they're both lonely and treated as less important than the boy Robins by both Batman and DC's writers & editors, and because Tim's too dedicated to Batman and his mission to be a good boyfriend.
Whether Tim is also homosexual, and/or emotionally damaged in childhood by his absent/toxic mother, depends on how you like to read their stories.

So much fun to see Cass looking happy, and Steph is adorable there, spotting her moment to strike! Some really lovely lighting in here and the fireworks came out really well!
