Depending on how you headcanon it, Tim could just stop wearing the mask as he gets older (and learns about social masks). I think Tom is the one who actually needs the mask, if only to sorta look normal. Even then, I think Tom too would stop it if he wasn't undead and stuck in a situation where his disabilities are used to mock him.
