No, I don't think so
I wanted to have one after I tried with a mouse and now 4 of my friends also owns a Wacom. Cool isn't it. I think they have enought experience to really create good tabletts ^^

Bamboo fun has Photoshop Elements 5 and Art Rage 2 included.

This depends on how you like to draw. Art Rage is a drawing-programm, where you have different sort of "pencil" and "brushes" other than in Photoshop. For someone who paints with really colors is the programm very interesting, but nothing for me.
For Photoshop Elements I prefere Photoshop CS2, first because there are some interesting features missing and second, because it crashed very often T_T.
