He's a cheerful fellow. The scarf he wears is a sentient being. It feeds off meat and blood, hence its color. He's a merchant who seems to reside in a different zone. He can be seen chatting with another merchant, sometimes the Batter or he's fellow puppeteer.

the easiest way to describe them is they're just...a stalker. they pick someone they like and stalk them for fun, being all weird and trying to creep them out in every way possible x3
