Lady Caitlin, one of the brains from Battle Frontier in Sinnoh She isnt allowed to fight herself because she... um, kinda... loses her mind when doing it, so the butler fight in her place. He says it in the game if you reach far enough at the facility, and in the manga she shows up in one of "that" moments. Kinda scaaaaary, looks a bit like this picture, so for that I hought it was her!
