The puppy on the left is Cupcake, the adopted daughter of Chief and Ian.
Her best friend is Forest. Although they know very well that their parents can't stand each other (at least Chief can't stand BT21, especially Chimmy. Ian on the other hand really wants to reach out to Cooky and apologize for the past, but is too scared to get out of control and hurt him in the process), and it's thanks to AT21 and BT21's rivalry that Cupcake and Forest have to keep their friendship a secret.
The only ones who are aware of their friendship so far are Mack, Quentin, Claudia, and Ian (who found out thanks to a carelessness of the cubs, but still gave Forest his blessing and promised Cupcake he won't tell Chief).

So yeah, Cupcake and Forest are best friends, and possibly will become something even more when they're older.
