When Lavender passed away, she was worried when she realized that she left Angel alone in the world, with no one to take care of her. So when she found out Koya and Cooky found her and later adopted her, she was instantly relieved, glad that her daughter is safe and won't have to worry about going through any more hell on the streets.
In this particular drawing, Cooky just finished calming Angel down after she had a nightmare and now he's rocking her to sleep. They both didn't realize that Lavender's spirit was there (don't worry, none of them can see or hear her), watching over everything with a smile.
