Kind'a like Ash wants to be the best pokemon trainer in a way? You kind'a made it sound like that. I'm sure Papyrus has his reasons to want to capture a human, but I think he's better off being friends with humans, he don't seem like a bad guy.

Papyrus wants to be accepted in the Royal Guards because sees it as COOL, and he wants to be cool too! 
His friend, Undyne, is leader of the Royal Guards, and he thinks that she's awesome.Β
He is naive, in that sense; trying to get into the RG because it looks cool, not really knowing what one does.Β
Chances are he sees that catching a human would instantly get him in. Undyne explains to the player why Pap will never get in.
