Well, let's start off by saying that the colors are really nice. Though bright, they somehow manage to work well together. There is a few problems I have to address though, like that hand. That is where my eyes first went, and the anatomy is very awkward, I'm not sure if fingers bend in that way! Also, the glasses wouldn't be that even if she was holding them in that manner. Maybe try looking at real life pictures for angle reference. The lines in the hair are a little off-putting. And to make it more natural, maybe put a few pieces of stray hair around her horns? Which brings me to this: They look like paper sitting on top of her head. Trust me, even the most simple shading can go a long way! Anyways, I love her facial expression, it's very well in character. I also love how you outlined it in darker colors, it enhances the impact the bright colors are making. I think this would look great with more detail, like a background or a second character! All together, it was a nice concept and I think you're doing very well for being new to tablets! I hope this can help you out a little bit.
