That's a bit of an odd question to ask me, considering I don't have much to do with actual real-world fabrication. I can refer the question to my brother, who does a lot of cosplay. I do know that he'll ask if you have access to a craft/hardware store, and what sort of tools you might have handy.

Hehe, sorry, I just would love to start making costumes. X3 and I think Halloween is the right place to start, if your brother has a DA account, may I please have a link? I would love to ask him so because omg I am clueless on how to begin making costumes. =v="

Unfortunately, I haven't convinced him to post any of his work on dA yet. Anyway, I asked him, and he said he doesn't have all that much experience with masks, so he can't provide too much in the way of help. I would check out some fursuit-making tutorials, however, either here on dA or on Youtube. Even if you don't need to do the big sculpted-foam style, there are techniques that involve plastic mesh that you might be able to adapt to make the muzzle (beak?) part.
