Sometimes it's not super evident how much an artist has improved, but trust me you've deeeefinitely improved a ton ovo
Also, I know it can be pretty hard, but try not to focus on how good your art is compared to others! People will be better, people will be worse. All that matters is that you enjoy what you do! =w=

Oh gosh I completely understand that! I have some friends who have improved a ton while I wasn't able to put much effort into my things ;v; but don't regret it! You still have tons of time to keep working at it, you got yeaaaaaaaaaars, so try not to stress yourself out!
You'll grow at your own pace and you'll be even better than ever in no time uvu

Oh yes.
I think my art skills are deteriorating or something... >_>" I haven't done much for a long time. ...besides a picture I was working on like two months ago, and didn't finish. I started to sketch something a day or two ago, and was like, 'uh... how do I do this again? I can't remember...'

I feel that your art is actually getting good, a lot better than the last time I remember! ^_^
I do agree it takes time to re-master something that we may have been neglecting for quite some time.
