I have a 2 headlight 57 Monarch. Only 48 of 50 States allowed 4 four headlights on cars.

*typhlosionskingdom is right. I believe the four light set up was made 50 states legal for the 1958 model year.

Late in 1957 4 headlights were legal in Canada, and a few of the manufacturers picked them up, by 58 they were almost all 4 headlight cars.
In some parts of the US and all of Canada there were cars in the later half of 57 with 4 headlights like the 57 Mercury and Cadillac (look up 1957 El Dorado and Seville)

thats not the entirely true! in the u.s. in 1957 4 headlights were not compliant in all 50 states!
