They're still a way from being fully Sinicized, and some local autonomy is cheaper than a continued full military occupation.

So China taking over the world was okay, but the Aztec were pushing it? From what I understand the author only wanted to do the one story, his agent asked for more and he was like "oh I don't know, they make it to Mars and the Aztecs are there." and the agent said "sounds perfect! Do that!"
I don't know, maybe I'm forgiving of stuff like this, then again it's not one of those "this could seriously have happened" type series

Basically: technology is generally behind OTL, with engineering generally around a 1950s level in the 2020s and abstract science a bit further back, with agricultural science a bit ahead.
