Li the Mienshao and Ciel the Celebi: Ciel is the Council Leader, because he is a Celebi after all. Li is a council member, but also acts as Ciel's bodyguard. The two are never apart, and although no one ever says anything to them directly, word is that Li is Ciel's wife. She is. Ciel is extremely powerful, but is easily beaten and that's where Li comes in. Although she doesn't look it, she's incredibly powerful and won't let any threats come near her and Ciel.
