Es ist wie das Spiel mit Bauklötzen | It is like the game with building blocks
Ich sehe meinen leeren Baukasten an | I take a look at my empty box of bricks
It simply means "Building Blocks/ Toy Blocks" in English. I got inspired by the SNK OST, particularly this song.
Initial thought:
Heichou got sick of all the pointless deaths that he's been seeing (especially his squad's death and I will never get over that), thinking that he's invested all his effort but bears fruitless.
No matter how strong someone is, they also need to take a break.

I went overboard with the blood though, and I can't think of a decent background... I'm sorry QAQ
And I could think a lot more of things that heichou could be saying (some of which are just retarded)
