how did you do that?

Well I started with a under color of a dark blue layer with 3/4th's opacity. Then on a second layer I did a bunch of light blue with some slightly darker and lighter blue's, also withing the 3/4th's 2/4th's opacity range whatever you think is best. Finally I did a third layer with sparce and gently layer of teal and white which is left as a full opacity. For the water droplets it's the second and third step and making little half moon shapes with the highlight and shadow. er...that's it ^^'
