I think Leon likes him! (remember his Brawl taunt?)
I know lots of people like to pair Wolf and Fox, etc. but I think having Leon pine for Wolf and Wolf reciprocating (after the audience isn't sure whether Wolf likes Leon or not) would be the best option. It satisfies people who want a male-male pairing and yet leaves the canon relationships intact.

If you have seen Falco's interactions with Katt it's clear he's not hetero
Falco may not want any partner at all, but the banter between him and Leon is quite cute and has my vote

It's also possible that Falco just isn't into her (rather than not being into women at all) in that version. I don't know what the Japanese script says...
In Command though things can turn out differently. There's also the short comic where Falco feels a pang of disappointment when he learns Katt got herself a boyfriend.

The comic is actually what I was referring to, Katt asks him if he has a girlfriend and he says something along the lines of "No, I'll never have one, I'm flying solo forever" and then after he asks her if she has a boyfriend he's happy for her. There's even a flashback panel where he yells at Katt about not being interested in being her "lovebird."
