if it was blender the shading would move like it does when a real object moves
idk what she did use, just that it's not blender

If a light source is used. If you just animate the parts of a picture like this, then it can be done in Blender. I've seen it done.

doesn't blender have the whole lighting thing to make it more realistic
i haven't used blender much because i prefer flash, but i've never seen or heard of anything where you can stop the lighting from working, i know you can move the light source, and even if you can why would you, she could have made it look actually realistic instead of only partially O.o

There's a technic in 3D called "Light Baking" used to convert a light into a texture, but this is mostly used for saving computer resources and render time.
But this is not relevant here because I haven't used any 3D program x) This is made using Sai and After Effects.
