Let's see... Toronto's infrastructure and finances need some work. If we fall into debt, then we need to come up with a way to save or generate a new passive source of income. I'd suggest that Toronto amalgamate with a municipality or two. There is the idea of Mississauga and Markham merging with Toronto. This would create a great way to save some money since these areas can allocate some funds to Toronto. Now, I'm not the expert on mergers, but I think this would be a triple metropolis in the making.
