Was it justified? Well, I have my own opinion. My own very lengthy opinion.
But, for now, I'm not gonna debate--I want to congratulate ya on a purdy awesome fanart!
I think it does justice to the seriousness of WWII or war in general. I love Historical Hetalia for this exact reason--as hilarious as Hidekaz Himaruya paints world history, there's always the brutal reality that these things DID happen and it's our job not to forget them.
And also, you need a little of both Himaruya's lighthearted version and fanarts like yours to keep the balance.
They're equally important.

Hetalia must be made of awesome and cocaine, because it's definitely addictive. And distracting.
As for my opinion: (prepare yourself)
I think that there were flaws to dropping A-bombs on Japan--but it did it's job. The President was given many options, one of which was a land invasion on Japan. Keep in mind that at that time, our main objectives were ending the war quickly (so as to preserve resources) and to cause the least amount of American casualties, both military and civilian. We didn't want to give Japan the chance to retaliate back at us, on the American homefront. Plus, there was a general fear and hatred for the Japanese, hence Japanese internment camps throughout the states.
If you take all these variables into consideration, you have to then ask "What other choice did we have?"
Yes, war is a horrible thing. Yes, war makes us do horrible things. Mass death, mass suffering--well that's never good.
But bombing Hiroshima and Nagasaki is the equivalent to launching a War on Terrorism. After the hype has died down we may ask ourselves "What have we done?" but right then and then there, who do you think would oppose it?

Since this knowledge is pretty self-taught, I wouldn't say I'm legitimately digging a channel back to 20th century, but I often find competing countries staring at each other forpenissize for own national interests seemed more interesting than countries waving flags sitting on unicorns gliding through rainbows and sunshine, oh, and the subtext.
I think the hierarchy of historydorkdom itself is pretty complicated: there are those staying silent due to fear of being ridiculed by deeper!digger dorks, and there are those who aren't naturally expressive, and there are those just being lazy, thinking that repeating something others already mentioned doesn't matter anymore. It's kind of awkward, but hopefully we can somehow share mutual understanding.
(Just saying, I fangasm to anyone able to dickslap-I mean brainslap anyone else with pure logic& facts without support of unjustified morals.)

Oh yes to the first one. I like to think that I'm a decent historydork, but I am fearful I'll do something that will get wall of text telling me that I got the colour of B-57s wrong or something.
Plus, there are so many fun little historial tidbits that are just cool to know. Like when the Canadian Prime Minister Pearson opposed American bombings in Vietnam and the American President Johnson grabbed him by his lapels and screamed in his face for an hour.

this is amazing. You've got it, the characterization of America as serious. Sometimes I don't agree with Hetalia for the glossing-over of some parts of history, like the Hiroshima and Nagasaki bombings/the Holocaust, but... I guess that's for the fans to do. This is amazing.

Since APH is more of a gay(happy)anime with sunshine and rainbows that introduces the outside world than a satirical piece, I guess it's rather normal for the fandom to beautify (or screw up) the serious stuff.
The combinaison of a guilty scientist and the personification of America from a Japanese animation... Even I find it odd, so I am very glad that you appreciate this strange (yet symbolic, hehe) mix.

That is true, I honestly didn't really expect anyone to TRY to tackle this for that reason.
And no problem, the thought has crossed my mind a few times as well. I just always thought the guilty scientist was a (horribly) interesting thing to consider, especially since I am studying to be a scientist.

I've been meaning to comment on this OTL
All I can really say is that it's perfect. I think it's a brilliant representation of the quote and event. This subject always is something of turmoil within me in trying to dissect the usage of the bombs and how I feel about it. I guess we'll all have our biases and opinions, but in the end I think the embodiment of America looks sorrowful.
