This comic is just a "what-could-be-if-chara-returned-much-earlier/took-Frisks-place/killed-and-took-Frisks-soul".
I myself see Chara as having the potential to fight Sans at any given time, for Chara being an "old" soul full of frustration and determination, but not being able to because, well, they are dead/trapped without a soul in the void/whatever.
