In the world of “Tock the Gnome” the Orcs only had magic for one generation – everyone born to them afterwards did not have it at all, to the point that its almost forgotten that they EVER had it at this point. There are Big Plot Reasons for that, of course, but some peoples – the Elves, specifically, or at least some of the Elves – believe that the lack of magic among the Orcs and the Gnomes is an illness, that can be caught. This is part of the reason for their own borderline-xenophobia in this world.
