You have a lot of good things going on! Pose is very nice, you have great attention to detail when in comes to lighting and shading. also the strands in her hairstyle are lovely!
The anatomy is rather strange, a chibi is normally baby-like in anatomy features, her chest is very well drawn but rather strange for a chibi.
her feet appear almost egglike, and the shine isnt needed there unless the material is leather or silk.
More of the lighting should go on the body unless the fabric is that shiny.
also having a focal point or light source helps with light and shine placement.
In short, maybe reconsider some of your chibi anatomy and find tutorials.
Also the lighting is a bit strange, but on the right track!
