This is very nice indeed. The colours bring out the striking red eyes and catches your attention easily! I notice how you've done the shades of black very well. Its good that you didnt put any shading around the eyes because it emphasis its red eyes and gives it the mysterious air to it. I'm glad you made his body and fur look sleek which is much more fitting for Umbreon rather than a furry one. Haha this is a very sexy cute Umbreon indeed and I do love how you put a starry background for umbreon. Its perfect for an Umbreon ^^
Theres only two things that could be improved. One thing I noticed that could be improved would be the lines of lights? They definitely work brilliantly. Makes it looks like umbreon is out of the pokeball and ready for battle! However I find the lines a little abrupt. Like the one on the left. If it had more flow/ direction it would be better. Or rather than straight lines maybe curved? However I dont know if I'm just being picky or not. Haha
And lastly I love your idea of the starry night sky however I think they arent prominent enough and the yellow glow/lights are too overpowering so the viewers wont notice until seriously looking at the image. I absolutely love this piece! I'm not familiar with digital art and not a big fan but this is nice! (I guess its because I still do the old paper and pencil method when I draw my eeveelutions. Haha)
Its simple but very striking! You used simple ideas and methods that make it a delightful image to look at. (though i wish i could view it in a larger size!)
It is one of those that is definitely worth setting up as a desktop wallpaper ^^
